New Delhi, Oct 5: The term of vice chancellors should not be more than five years or they should not exceed the age of 70 years, according to the UGC, which has unveiled draft regulations listing a host of norms regarding services of the VCs and faculty.
 There shall not be a reappointment of the Vice Chancellor for the second term in the same University. However, appointment for another term as Vice Chancellor will be admissible in other Central/State Universities, subject to the performance evaluation of the candidate.
 “The regulations are intended to bring uniformity and excellence into the system. If accepted, each university will have uniform system of selection of vice chancellors and faculty,” UGC Secretary R K Chouhan said.
 The UGC has sought views of stakeholders like universities and colleges for implementing such regulations.
 As per the draft regulations, the selection of vice chancellor will be carried out by a search committee, which will be headed by the nominee of the Visitor or Chancellor.
 The Vice-Chancellor to be appointed should be a distinguished academic, with a minimum of 10 years experience as Professor in a University system or 10 years experience in an equivalent position in a reputed research and/or academic administrative organisation. Besides the nominee of Visitor/Chancellor, the Search Committee will comprise a nominee of the Chairman of UGC and a nominee of the Syndicate/Executive Council/Board of Management of the University.
 However, the state and the central universities are governed by their own Act and Statutes, which may not be conforming to these guidelines.
 In these cases, the Universities/State Governments will have to modify or amend the relevant Act/Statutes of the Universities concerned within six months of adoption of these regulations.
 According to the regulations, there will be five non-compounded advance increments at entry level of recruitment as Assistant Professor to persons possessing PhD degrees.
 In order to meet the shortage of teachers in universities and other teaching institutions, teachers shall also be re-employed on contract basis beyond the age of sixty-five years up to the age of seventy years.
 Re-employment beyond the age of superannuation shall however, be done selectively, for a limited period of three years in the first instance and then for another two years, the regulations said.
 “After we get the views of the stakeholders on the regulations, we will suitably modify it and place before the commission. Then it will be sent to the HRD Ministry for final approval,” Chouhan said.
