Rs 900 cr disbursed on fiscal closing

Jammu, Mar 31: While the government treasuries across the state released payments of more than Rs 900 crore on the last day of the financial year 2009-10, the state government has reportedly utilized around 80 to 90 percent of the annual plan allocation during this period.
Official sources in the state finance and planning department told Greater Kashmir that the state government has spent ninety per cent of annual plan allocation, this financial year.
“Though the figures are being compiled after final reports from the administrative heads and the government treasuries, roughly we are in a position to say that the state has spent around 80 to 90 per cent of the annual plan allocation 2009-2010”, well informed sources said.
They claimed that major components of the `lapsable’ grant from the central government have been spent by various government departments.
Being the last day of the financial year, the government treasuries across the state witnessed huge rush and workload on Wednesday. However, the Directorate of Accounts and Treasuries seemed to be well prepared for the rush and there was no report of any blockade of payment due to shortage of funds.
“We have released payments worth around Rs 900 crore in 114 treasuries situated across the state on Wednesday”, sources in the department said adding, “The `lapsable’ funds were released almost 100 per cent and no bill under this head was pending in any treasury”.
They said that even most of the bills pertaining to the non-lapsable heads were also cleared.
The Directorate of Accounts and Treasuries is equipped with 114 treasuries, including 22 District Treasuries and 6 Additional District Treasuries (three each in Srinagar and Jammu) and 5000 Drawing and Disbursing Officers (DDOs).
