Jammu, Dec 12: Concerned over the slow progress of work and low expenditure, the chief minister Omar Abdullah has asked all the cabinet ministers to ensure that the pace of work during coming months be intensified.
 This direction comes in the wake of appraisal of different departments, which throws light on timely expenditure of funds, both Central and state.
 While the state has been able to spend meagre 21 per cent of total plan outlay in the first seven months of the ongoing fiscal year, at least seven if departments have not been able to achieve even 10 per cent of the Plan expenditure by the end of October this year.
 Official sources said that the Revenue and its allied departments topped the list of the departments with the highest annual plan expenditure of 61.43 per cent in the state sector till October this year, while the entire capital of Rs 13221 lakh remained unspent in the finance department which witnesses 0.00 per cent of the cumulative expenditure, during this period.
 The total plan outlay (State Plan Schemes) for Revenue Department was fixed at Rs 903.50 lakh, out of which it has been able to spent Rs 751.53 lakh. However, the entire expenditure has been in Land reforms (Rs 751.53 lakh) sector, while not a single penny has been spent in agriculture Economic and Statistic sector.
 The total capital for the finance department, which witnessed lowest expenditure, was fixed at Rs 13221 lakh, out of which Rs 10221 lakh was for up-gradations.
 The other departments whose spending is woeful in the April-October period of 2010-11 are Institute of Management and Public Administration (0 Per cent), Cooperative Department (5.73 per cent), Industries and Commerce Department (8.66 per cent), Labour and Employment Department (8.73 per cent), Planning and Development Department (6.36 per cent) and Science and Technology Department (9.93 per cent).
 It may be noted that two government departments of finance, excise and IMPA have not been unable to spend even a single rupee in this period.
 The department of Irrigation and Flood Control has been the second best performing department with a Plan expenditure of 44.69 per cent. As against the total Plan provision of Rs 43364 lakh, the department has already spent Rs 20223.42 lakh by the end of October.l
 For agriculture department, the total plan expenditure in the said period is only Rs 2975 lakh, which is a meagre 13.48 per cent of the total Plan provision of Rs 20793.32 crore. The Consumer Affairs and Public Distribution department has been a laggard too, with the Plan expenditure at Rs 22 lakh, which is merely 11 per cent of the Plan provision of Rs 200 lakh..
 The overall Plan expenditure for all the 179 departments (including allied departments) stands at Rs 13.15 crore in the April-October period which is 21.93 per cent of the Plan provision of Rs 6000 crore for the current financial year under state plan schemes.
