Jammu, Jan 11: To recognize and reward creative individuals at grassroots, technological innovators, outstanding traditional knowledge holders for their efforts in solving local problems without outside help, the Government has accorded sanction to the institution of ‘Talent Search-cum-Innovation Award’.
The scheme formulated on the advice of Chief Minister, Omar Abdullah seeks to help J&K to become an innovative and creative society by scouting, spawning and sustaining un-aided grassroots technological innovation, creative ideas and the use of unique traditional knowledge from the informal sector of the state. It also seeks to unearth ability of creative community of individual in rural and urban areas and helping in building value chain around them.
Under TSIA state shall award five best innovations every year in identified fields carrying cash prize of Rs one lakh each, a Gold Medal and a citation.
This scheme shall be in addition to any other award scheme of the government presently in vogue.
The identified innovations can be, inter-alia, in machines, means of transport, household utilities, creative use of bio-diversity, plant varieties, herbal drugs for human or animal use, devices for energy generation or conservation, preserving ecology and environment, water conservation or any other aspect of survival with dignity in urban and rural areas. Creative but feasible ideas can also be considered for award.
The Industries and Commerce Department will invite entries about unaided/unsupervised technological innovations and traditional knowledge developed by individuals or groups from unorganized sector, comprising farmers, artisans, fishermen and women, slum dwellers, workshop mechanics, students or local communities. Entries from individuals with work experience in the organized sector having professional education will not be accepted. School children are encouraged to submit innovative ideas and innovations.
Individuals or groups may send as many entries on plain papers providing details of innovator including education and occupational background, genesis of innovation and what problem does it solve? Potential or actual impact.
Every entry should carry full postal address, photograph and/or video of the innovator and innovation. Herbal entries should be accompanied by dried plant samples to enable proper identification.
Only permanent residents of Jammu and Kashmir State will be considered for the award, individual as well as groups from unorganized sector shall be eligible for the award. However, entries from women, farmers, artisans, slum dwellers, school children, fishermen/women, workers/mechanics in floor shop of factories’ premises and workshop mechanics shall be given preference.
The nomination for grant of the state award shall be made by Social Organizations, NGOs, Universities, Divisional Commissioners, Deputy Commissioners, Government Department and individuals.
The last date of receipt/nomination in the Industries and Commerce Department shall be September 30 each year.
The Awards will be announced on R-Day every year.
