Govt comes up with Crisis Management Plan
Unified Command Now At District Level

Srinagar, July 15: After appointing Special Commissioner and Special Inspector General of Police for north Kashmir to grapple with the prevailing unrest, the state government has now come up with a new Crisis Management Plan constituting State, Divisional and District level ‘Crisis Management Committees’ to deal with the situation. The committees comprise senior officials from civil administration, army, air force, paramilitary forces, police, and state and central intelligence agencies.
State Level Crises Management Committee (SCMC), akin to the existing Unified Command, will be headed by Chief Secretary as its Chairman. The other members include Director General of Police, Commander 15 Corps/16 Corps/9 Corps, Administrative Secretary, Health and Medical Education Department, ADGP CID, JD IB Kashmir/ JD IB Jammu, Commissioner SB, J&K/ Additional Commissioner, SB, Kashmir, Divisional Commissioner, Kashmir/Jammu, IG, BSF, Kashmir/Jammu, IG,CRPF, Kashmir/Jammu, IGP, Kashmir/Jammu, IGP, Home Guards and Civil Defence, AOC/Station Commander, Air Force, DG, Fire and Emergency Services. IGP, Headquarters will be the convener of the committee.
Pertinently, SCMC would be in addition to the Unified Command already in place in the State. Divisional Level Crises Management Committee (DCMC) will be headed by Divisional Commissioner Kashmir and Jammu as its Chairman the other members include ADGP, CID, J&K, JD IB Kashmir/JD IB Jammu, Commissioner SB J&K/ Additional Commissioner SB Kashmir, IG, BSF Kashmir/Jammu, IG, CRPF, Kashmir/ Jammu, IGP, Kashmir/Jammu, IGP, Home Guards and Civil Defence, J&K All concerned DIGs of Jammu/Kashmir ranges, Brig. General Staff (BGS), 15 Corps/16 Corps/9 Corps, AOC/Station Commander Air Force, Director, Fire Services, Director, Health Services, Kashmir/Jammu. IGP, Kashmir and Jammu will be the conveners.
District Level Crises Management Committee (District CMC) will be headed by concerned District Magistrate as its Chairman. The other members are District SP, Concerned District IB Officer, Incharge Special Branch
(CID) in District, Concerned Sector Commander of army (Brigade HQ), Chief Medical Officer, Medical Superintendent, District Hospital, I/C Fire Service. District Superintendent of Police will be the convener.
