Islamabad gets `98 cr annual plan

Srinagar, July 26: The current year’s Annual Plan for Islamabad would be of an order of `97.97 cr which includes `3615.97 lakhs Revenue and `6180.99 lakhs Capital component.
The Plan was approved at a District Development Board Meeting held under the chairmanship of Finance Minister, Abdul Rahim Rather here today, an official statements said.
Giving details it said of the total allocation, `1481 lakhs have been earmarked for R&B sector, `4213.17 lakhs for Education Sector, `1425.57 lakhs for Minor Irrigation, `97 lakhs for urban development, `76 lakhs for agriculture and its allied sectors and `581.70 lakhs have been kept for Nutrition Sector.
Speaking on the occasion Rather said that government would come up to the expectation of the people of Islamabad district and called upon the officers and employees to perform their duties regularly.
He said that people are craving for succour and it was our collective responsibility to address their grievances.
“We have to collectively solve the problems of the people and remove poverty from the district” Rather exhorted the employees, adding that State’s major part of the revenue is appropriated under wage bill of employees which has now shot up to `9000 crore annually. He said all the employees issues have been already discussed and most of them resolved. Hence employees should deliver their duties with utmost commitment, especially in the prevailing situation. He said the issue of 6th pay commission arrears has been also taken up with Prime Minister, Dr. Manmohan Singh.
Rather enjoined upon the concerned officers to formulate development plans in consultation with the respective public representatives to make these more realistic and need based. He called for greater accountability among executive agencies, adding that a strict monitoring mechanism would be put in place for physical and financial verification of various developmental works and schemes.
The meeting held a threadbare discussion on the smooth and effective implementation of Constituency Developmental Fund Scheme( CDF) under 1:3 ratio. It was stated that the Planning and Development Department has kept a provision of `32 crore as matching share to CDF Scheme this year, of which, `10 crore have been released in anticipation to propel the people oriented scheme. Implementation of Member Parliament Local Area Development Fund Schemes also came up for discussion.
While discussing power scenario in the district, it was revealed that a separate power grid station of 220 KV capacity would be constructed in Mir Bazar, Islamabad to improve and augment the power supply in the district. This Grid Station will cut short transmission span from Grid Station Wanpoh to Islamabad town, which will improve the voltage profile in the district.
In addition, one more Grid Station is being constructed at Sagam, which is expected to be commissioned by the end of October, this year.
The Chief Engineer, PDD stated that 328 new transformers have been kept readily available in the power Transformer Bank, out of which 200 transforms were used in the cycle which include 40 transforms in the Islamabad district.
Rather, while reviewing the performance of self-employment schemes asked the General Manager, DIC to conduct physical verification of all the small scale industrial units in the district and submit a report within one month to ascertain that units are existing on ground. He also sought suggestions for widening the scope of Sher-i-Kashmir Employment Welfare Programme for Youth (SKEWPY) to enhance its reach for maximum unemployed youth.
Giving a brief presentation of last year’s physical and financial achievements, the District Development Commissioner Islamabad, S. Jaipal Singh, said that an amount of `9530.89 lakhs was allotted under the District Plan, of which, an expenditure of `8998.78 lakhs (94.42 percent) was utilized for implementation of various developmental schemes and welfare programmes. He said that 231 Kms of road length has been up graded, 28.25 Kms black toped, and 46 bridges/culverts were constructed during last fiscal. He said that under PHE Sector 667.84 lakhs were spent on various water supply schemes whereas 05 schemes were completed benefiting 14837 souls of 14 Villages/Habilitations in the district during the period. He also briefed about the physical and financial achievements under various centrally sponsored flagship schemes.
