Magisterial probe establishes involvement of police

Islamabad, July 29: The magisterial probe ordered by the government to inquire into the killing of three teenagers here on June 29 has established the involvement of the police in the incident and has recommended action against the culprits.
It has also recommended action against some top officials of the police and district administration who were present at the spot when the killings took place.
Sources said that the enquiry team Thursday submitted its 14-page report to the Deputy Commissioner, Islamabad, Jaipal Singh to be forwarded to the government.
Sources said that the report has established the involvement of policemen including some officers of the Sub-Inspector rank in the firing that killed the three youth namely Ishtiyaq Ahmed, 15 son of Ahmadullah Khanday of SK Colony, Imtiyaz Ahmed Itoo, 17 son of Abdul Ahad Itoo of Watergam, Dialgam and Shujat-ul-Islam, 17 son of Late Muhammad Ashraf Baba of Anchidora.
“Minutes before the incident took place a Rakhshak vehicle carrying six policemen including some officers chased the youth protesting at Laizbal area of KP road upto the SK colony, where they got down from the vehicle and three cops entered a bylane leading towards Anchidora area, where the incident took place,” sources privy to the report told Greater Kashmir. They said that as the cops entered the premises of house in Anchidora area, several gun shots were heard and seven persons were found lying in a pool of blood. “Some of them were fired inside the compound of the residential house,” said the sources quoting the report.
They said that the enquiry team has also held responsible some top officials of police and civil administration in the district for delinquency in duties and suggested disciplinary action against them too.
The enquiry team in its
report, according to the sources, has observed that chasing the youth upto such a long distance was not the right decision on part of the police officers deployed in the area.
“Though the policemen who fired on the youth after returning from the spot did conceal the facts before the higher-ups to hide their wrong doing, but the top police and civil administration officials who were supposed to preserve the circumstantial evidence exhibited utter negligence in finding the facts,” the report according to sources reads.
The enquiry team in its report, according to the sources, also blames the concerned police officers of manipulating the FIR and not furnishing the accurate details about the use of ammunition by the accused policemen.
The enquiry team, sources said, in its report has recommended action against the policemen and other officials as per their level of ‘involvement in the crime.’
However, sources without divulging the identification of the accused policemen confirmed that the three cops fired upon the youth from a very close range. They further said that the accused policemen have already confessed their crime during the course of investigation.
When contacted, Assistant Commissioner Revenue (ACR), heading the inquiry team confirmed that the report was submitted to Deputy Commissioner Islamabad this evening. But refused to divulge any details regarding the same.
Besides killing the three youth on the spot, the policemen had inflicted serious bullet injuries to four other persons including a 10 year old boy.
The incident triggered violent protests in the town following which the magisterial inquiry was ordered by the government.
