Transfer policy

This refers to the new transfer policy for teachers in Higher Education Department. The policy sounds good and a timely step in the right direction. However, it will be very interesting to see how effectively it is implemented on the ground. The experience makes you pessimistic because bureaucratic influence, political intervention and corruption have always proved stronger than any logical practice and genuine policy. Let us hope that under the new administration, the policy is implemented in letter and spirit this time.
