Making civil servants more accountable

This refers to the news report regarding enactment of a law to make civil servants more accountable and answerable. A bill will soon be introduced in the parliament regarding this issue. New civil services accountability bill may prescribe demotion as punishment. Is the proposed civil services performance and accountability bill meant for punishing those civil servants who are found to be wrongdoers? According to a report published in leading national daily quoting cabinet secretary K M Chandrasekhar, the piece of legislation is mainly to make the civil servants more accountable. The report, however, has not mentioned what are the incentives for those civil servants who perform. The department of personnel and training (DoPT)-piloted bill will codify existing rules and provide for clearer and more uniform penalties for misconduct. The bill will, in fact, give statutory form to service rules and provide for penal clauses to punish wrongdoers. The draft of the bill lists out stoppage of increments among others as punishments for charges like insubordination, lack of devotion to duty or failure to maintain integrity. Also, major penalties include demotion and dismissal from service. We all must appreciate the effort of the drafting committee of this historic bill. It is hoped that a similar bill will be introduced in J&K also in the upcoming session of the legislature so that Government officers in this state too are made accountable for their wrong doings.
