Driving tests

This refers to the news about driving licenses being issued with driving tests. The story writer has rightly depicted what is going on in Srinagar and Jammu. I have heard that if somebody needs a driving license in a hurry, he just has to pay some amount and get it without appearing in a driving test. The concerned authorities should do something to curb this problem.
