Save lives, don't shed blood

IT'S TRAGIC THAT POLICE IS DOING EXACTLY THE REVERSE. THE WAY THINGS ARE SHAPING UP IN THE VALLEY IS TOO DANGEROUS TO BE FORGOTTEN. GOVERNMENT MUST REIN IN POLICE FORCE SO THAT PUBLIC REPOSES TRUST IN THEM, WRITES AIJAZ AHMAD
This refers to your editorial on the recent killings by police action. (GK June 14, 2010). It should serve an eye opener to people at the helm. If men in uniform who were supposed to save a life failed to do so, instead have committed a murder , and the men in civvies made an effort facing all odds to save a precious life---the officer should have been forthright in appreciating the role of the people who had tried to save a life. This could prove a source of encouragement for them and they could come forward to describe what they might have seen. The fact of the matter is that the police is breaking the law with impunity. The government has to ensure that the state police exercises utmost restraint in dealing with the law and order problems and for this certain concrete measures need to be taken.
The first and foremost thing is to ensure that the police men stationed in police stations of a particular district are mostly hailing from the same district or the adjoining district. It has been observed that there is a biased approach among the men in uniform to deal with the masses particularly in the district srinagar resulting in innocent killings. Furthermore, the service rules need to be made stringent and if it is established that any cop has failed to discharge his legitimate duty he needs to be given an exemplary punishment. This can definitely help in not only bringing a sense of responsibility among them but develop professional competence and make them morally upright. The government needs to take cognizance of the incidents taking place by seeking periodic reports from the officers concerned. This can help us keep a check and repose confidence in public.
It is quite unfortunate that the district Srinagar from which the ruling party has won maximum and all assembly seats is facing the worst kind of blood bath. This leaves a big question mark on the functioning of the government as out of frustration a senior minister without ascertaining the fact issues a statement making it even more painful. The government needs to act wisely if at all it has concern of the masses otherwise the observation made by the editor in his esteemed editorial that, “ there is a growing feeling among masses that all this is being done with a design to perpetuate the unrest in this sate” can well turn into a belief.
