Srinagar June 26: Jammu and Kashmir government Saturday ordered judicial probe into the killing of two youth in CRPF firing at Sopur on Friday.
According to an official spokesman, the state government has appointed Justice (retired) Syed Bashir-ud-Din, chairperson, J&K State Human Rights Commission to conduct an enquiry into the incident.
The Commission, according to the spokesman, shall enquire into the causes of death of Shakeel Ahmad Ganai son of Abdul Aziz Ganai of Lalad Sopur and Firdous Ahmad Khan son of Nazir Ahmad Khan of Ningli Sopur in firing at Krankshivan Sopur on Friday.
The Judicial Commission shall also determine the persons responsible for the said deaths and fix responsibility for use of excessive force, “if any.” The Commission has been asked to submit the report within a period of one month.
Meanwhile, Chief Minister Omar Abdullah Saturday said that his government will not tolerate any human rights violations and warned of severe action against perpetrators, instigators and disruptive elements.
Chairing a high-level meeting of ministers, civil and police officials, the Chief Minister said his government is “concerned, conscious and vigilant” to deal firmly with those found indulging in human rights violations.
The administration should take proactive preventive measures to ensure that no innocent civilian causalities occur, he said at the meeting which was called to discuss the situation following the killing of two youth in north Kashmir town Sopur on Friday.
Omar laid special emphasis on the need for the security force personnel to strictly follow the Standard Operating Procedures (SOP) to deal with any situation particularly in the light of the recent developments.
Making it clear that death of any innocent civilian is a cause of deep concern for the government, he, however, said that the government cannot afford to be complacent against those who want to be a law unto themselves and disturb the peace and tranquillity in the state.
“My government is committed to maintain peace and order and shall take strong measures against those elements who for their own political considerations and vested interests want to exploit and misguide the youth of the state,” he said.
The Chief Minister asked all forces deployed in the state to exercise utmost restraint while dealing with the civilians and warned that those found guilty of human rights violations will be dealt with strictly as per law.
All the ministers issued an appeal to the people to see through “the nefarious designs of those elements who, without forsaking their own comforts, were putting the people of the state in discomfort.”
They said such elements will be identified and exposed. It was decided to take action against those who are facilitating the mischief mongers.
While taking stock of the situation, the ministers took some important decisions to fix accountability and take appropriate measures to deal with the law and order situation effectively.
