Cong demands harsh punishment for culprits

Srinagar, June 2: Congress in Jammu and Kashmir Wednesday said the ongoing magisterial probe into the alleged fake encounter in which three youths were killed, should draw definite conclusions and demanded that the culprits be punished in accordance with the gravity of the crime.
“The magisterial probe must come up with definite conclusions and the culprits must be punished severely in accordance with the size of the crime,” J&K Pradesh Congress President Saifuddin Soz said in a statement here.
The state government ordered the probe after bodies of three missing youths whom the army had described as infiltrators after allegedly killing them on April 30 at Machil were exhumed and identified sparking off massive protests in Nadhihal-Rafiabad in Baramulla district.
Welcoming Union Defence Minister A K Antony’s statement that no shelter would be available to those who indulge in violation of human rights, Soz said, “As far as the murder of three young men of Rafiabad is concerned it has been widely alleged that they were killed under mysterious circumstances through a camouflage of encounter that was fake.”
He said he has approached Antony to revisit the policy of cash awards for recognition of performance in combating terrorism/insurgency.
“There can be other ways to recognize good work and no room should be available to people whose motivation for crime flows from their greed,” he said.
Prime Minister Manmohan Singh has, on many occasions in the past, made it clear that all actors in the system that is meant to administer justice at various levels, must show zero tolerance for human rights violation, Soz added.
