Urdu-illiterates join as Naib Tehsildars
Finance Dept issues order after ‘one time exemption’ by Cabinet
SYED AMJAD SHAH
Jammu, Apr 30: As many as 29 candidates, who were selected despite lacking the basic qualification of Urdu, joined as Naib Tehsildar following an order issued by the State Finance Department here on Friday.
Out of the 29 candidates, 28 belong to Jammu region while another is from Kargil. The appointees joined at Revenue Training Institute Gool Gujral here.
Though the appointments have been made contrary to the rules and regulations, the government has given `one time exemption’ to the appointees, who were not having Urdu as one of the subjects in Class 10th.
A total of 110 candidates were selected for the post of Naib Tehsildars after conducting a state wide written test but only 81 selected candidates were allowed to join their duties while 29 others were not allowed to join due to the Urdu rider in the selection rules.
All the left out candidates joined the training institute here following an order issued by the State Finance Department. The appointees will have to qualify a written Urdu examination before their posting, sources said.
The order has been issued after approval of the state cabinet, which had ‘rectified the mistake’ made by the Service Selection Board by giving ‘one time exemption’ to the selected candidates.
Secretary Revenue, Aijaz Iqbal, confirmed the appointments and said that the order was not issued by his office but the Finance Department.
Pertinently, the Service Selection Board exempted Urdu while making the selection in pursuance to advertisement notice no. 9 of 2005 and notice no. 4 of 2008 and selected some candidates in violations of the Circular issued by the Revenue Department, making Urdu as one of the subjects in matriculation compulsory for selection.
According to the SRO 178 dated June 3, 2003 the qualification for Naib Tehsildar (direct recruits) is Graduation with Urdu as a subject at the matriculation level.
