Magistrate ‘manhandled’ before SHO Raj Bagh

Srinagar, May 13: The Divisional Commissioner, Kashmir, Naseema Lanker has asked the police to take action against SHO Raj Bagh Police Station, who as per the complainant, acted mute spectator when a Magistrate was “manhandled by miscreants” some days ago.
 Official documents reveal that on the 28th of last month, the Assistant Commissioner, Revenue of the cadre of Additional Magistrate Srinagar was “manhandled by some miscreants” at the police station in presence of the accused cop.
 The Revenue official was there in connection with the complaint of a migrant having said his land had been grabbed by some miscreants.  
 As per the Revenue people, the Raj Bagh police station had been reluctant in providing them adequate security for visiting the migrant property “grabbed by miscreants”.
 “The Executive Magistrate while seeing and feeling something fishy on the part of the police concerned decided to approach afresh to the SHO concerned and directed the accompanying policemen to bring these arrogant, miscreants along to the Police Station,” the Assistant Commissioner Revenue writes to the District Development Commissioner vide letter number 56-61/SM/AC, a copy of which lies with Greater Kashmir.
  The official further writes that he rushed to the police station for an on-the-spot assessment.
 “In entered the office of the SHO and found some Gundas in the office busy in un-ethical, rough and very rude arguments with the revenue officials, even in my presence they misbehaved… The police was silent and totally behaved as mute spectator,” he added.
 “I objected the Gundas to stop this non-sense and in turn they assaulted me and even caught hold of my clothes…The Executive Magistrate again informed the SHO in this regard and he very un-heartedly instead of taking a serious and legal action against the Gundas started questioning our identity.
 “This non-compliance of the SHO too proves his involvement in provoking the miscreants and deliberate non-compliance of orders due to suspicious reasons and interests,” the official wrote to the DDC.
 “Keeping in view the above mentioned facts, it becomes evident that providing protection to any individual by any magistrate or magistracy is not possible at all as the callous attitude of a police officer of the rank of SHO had proved and made it difficult and impossible. The honour of the administration, norms, hierarchy is least bothered by police nowadays,” the official added.
 Subsequently, the DDC informed the Divisional Commissioner, Naseema Lanker of the issue and she shot a letter to the IGP Kashmir.
 “You are requested to get the matter investigated by some senior officer and initiate appropriate action against the SHO concerned in view of report furnished by Additional District Magistrate Srinagar about the conduct and callous attitude of the aforesaid officer,” the Divisional Commissioner  wrote in a letter dated Apr 30, vide reference number Divcom/PS/617-201.
