Set up climate change council: Panel to govt

Jammu, May 14: The government should set up a climate change council on the pattern of Himachal Pradesh and a regulatory authority to protect environment in the state, an Assembly committee has recommended.
 In its report, an environment committee of Assembly said, the environmental projects had failed in past due to multiplicity of authorities concerned with the issue leading to no clear consensus.
 The Committee recommended the government to set up a regulatory authority to control various components and organizations for effective execution of environment laws and rules and said that development plans need to be implemented only after conducting an Environment Impact Assessment.
 An inbuilt provision for environment management and conservation should be kept as a special provision in each government plan with financial implications, it said, adding that housing sectors needed a complete revamp and the concept of green building be adopted at the earliest with the help of environmental experts.
