Corruption, violation of norms mar healthcare: DAK

Srinagar, May 8: Taking a serious note of alleged corruption and violations of norms in the health department, the Doctors Association Kashmir Saturday sought the Health Minister’s intervention, its spokesman said in a statement.
He said that corruption had struck its roots in the department with honest doctors and paramedical staff being humiliated. “The Association has reports the DDOs including chief medical officers, medical superintendents and block medical officers are leaving the stations without permission to reach their private clinics despite getting non-practicing allowances. Huge money in the shape of HDF, RKS and NRHM is misused and utilized without fulfilling requisite codal formalities. Various items are purchased at very high rates with 50 per cent commission for the DDOs,” he alleged.
“There are also reports of fake and illegal appointments being made at different offices while at other places persons are being engaged in the name of voluntary workers after getting hefty sums from such candidates. There are illegal transfers and attachments of doctors and paramedical staff taking place every now and then. Dozens of unauthorized persons are being allowed to work in different hospitals. At various intuitions favoritism, lobbyism and hooliganism were being encouraged at the behest of some DDO’s to grab the hospital money and the tainted and hired goons are paid salary, TA, DA and other allowances without any work and admissibility,” he alleged.
The Association has appealed to the Health Minister and the directors of health services to look into this matter and take ‘a red’ account of all expenditures made in different health institutions of state by ordering special audit to safeguard the money allocated for the patient’s welfare. It has demanded strong action against the corrupt officials and urged the government to forcibly retire the deadwood in the department.
