Why silence?

This refers to the news item "PDD invents novel idea to curb power pilferage" (GK 26-11-2010). Though PDD has installed meters in both the regions of Jammu and Kashmir, yet power cuts are a routine in Kashmir even in the metered areas also. There is no power cut in the metered areas in other divisions of the state. The non-metered areas in Kashmir are getting electricity only for 12 hours with further cuts off and on. This is discrimination. Unfortunately our MLAs are silent on this issue. Why?
