5 departments to have HR management branches

Jammu, Apr 13: In a significant decision, the Government today decided to set up Human Resource Management branches, to begin with in Health and Medical Education, PDD, PWD, School Education, PHE, Irrigation & Flood Control Departments which will exclusively look after seniority, promotion, vigilance cases etc in these departments.
 Subsequently the model will be replicated in other departments in a phased manner. The HR Management branches will be headed by officers of the rank of Additional Secretary, Deputy Secretary and Under Secretary.
 This was disclosed by the Chief Secretary, Madhav Lal while chairing the periodic meeting of Committee of Secretaries today.
 Addressing the meeting, the Chief Secretary said efficient management of human resources in Government sector is critical for desired output adding he had expressed the desire of having human resource managing officers in the departments more than once.
 The Chief Secretary impressed upon all the departments to make reference of the vacant posts promptly to the SSRB or DPC, as the case may be, so that delivery of public service is not affected. The Revenue Department was also directed to refer all the vacant posts of Patwaries to the SSRB by April 20, 2011.
 Madhav Lal also directed the Department to delegate powers to SDMs of newly created administrative units through a notification within three days for their hassle free functioning. He also laid stress on monitoring file movement in the Secretariat electronically and for the purpose asked the IT Department to complete the computerization of the system.
