JK yet to regularise `74,000 cr excess expenditure

Jammu, Apr 7: The J&K government is yet to regularise Rs 74,366 crore of excess expenditure concerning grants during the past 29 years.
Revealing this in its report for the year ending March 31, 2010, the Comptroller and Auditor General (CAG) of India said the Accountant General is required to warn the controlling authority immediately on the first instance of excess expenditure.
However, "The excess expenditure amounting to Rs 74,366.04 crore for the years from 1980 to 2009 was yet to be regularised," the CAG report said. As per Article 205 of the Constitution of India, it is mandatory for a state government to get the excess over grant appropriation regularised by the State Legislature, it said.
Although no time limit for the regularisation of expenditure has been prescribed under the Article, the regularisation process for excess expenditure is usually done after completion of discussion of the appropriation accounts by the State Public Accounts Committee.
