Community disaster preparedness training begins
Srinagar, Aug 22: Divisional Disaster Management Cell, in collaboration with Civil Defence Organisation, J&K State Red Cross Society, Fire & Emergency Services & district administration started two day disaster preparedness programme for the community at DC Office here.
Commissioner/Secretary to Government, Kachu Isfandyar Khan, inaugurated the training programme. Divisional Commissioner, Kashmir, Abdul Majid Mir, presided over the function, while Additional DC Srinagar, Muhammad Akbar Ganai, was the Guest of Honour.
Forty youth mostly from Dal area and other areas of Srinagar city participated in the training programme. Those who participated in the inaugural session included Joint Director Fire &Emergency Services, R.T. Dubey, Chief Warden, Civil Defence, Omar Nedou, Deputy Chief Warden, Mauzam Bakshi, Head Disaster Management & Deputy Chief Warden, Aamir Ali, Secretary Regional Red Cross Committee, Abdul Jabbar Chaket, Trainer from Red-R, Dr. I.P.S. Bali; Dy. Controller, Rafiq Ahmed, Trainers from Civil Defence Abdul Gaffar, senior officers from Fire & Emergency Services & Director Disaster Management Centre, University of Jammu, Prof M.A. Malik.
On the first day of the training, the youth were trained by Dr. Itinder Pal Singh. They were imparted basic First Aid training and hands-on training in Cardio Pulmonary Resuscitation (CPR) and taught how to handle casualties. Each trainee performed CPR and mouth-to-mouth resuscitation on rubberised dummy models. The trainees were also taught to handle drowning cases, injured persons with severe bleeding, burns, spinal injuries, deep wounds, fractures, cases involving choking, animal and snake bites.
The trainers learnt the procedure of preparing make-shift stretchers, by using locally available material, like blanket and sticks. They also learnt how to lift an injured person and recovery position.
Abdul Gaffer, veteran Civil Defence trainer taught the trainees the procedure of making various knots including Thumb knot, single sheet & double sheet knots, draw hitch knot, multipurpose thumb knot, figure of eight, Chair knot & Reef knot etc. The trainees will also be taught Search & Rescue procedures
On the second day of the Fire Service Personnel will educate the trainees about various types of fires and their common causes, its prevention and various methods to extinguish the fire with the help of portable fire-extinguishers. They will also be taught how to extinguish a fire if no extinguishers are available. The trainees will also be explained in detail the precautions to be taken while handling LPG cylinders.
Most of the trainees attending the programme are experts in Swimming, Canoeing, Kayaking, Rafting, Polo and Para-gliding; but none of them was aware of first aid and the measures that they ought to take in the event of any one of them getting injured. The trainees appreciated that the training would equip them to handle any emergency and would be useful in their day to day activities. The trainees showed keen interest and actively participating in the training & demonstration.
Additional Director General of Police, Civil Defence, Home Guard & Auxiliary Police, Dr. Ram Lubhaya has announced that the services of these trained youth would be utilized as Civil Defence volunteers, after the completion of their training. Some of the volunteers may be sent to Mumbai for further training as Divers. The valedictory function of the training programme would be held on 24th August, which will be chaired by ADGP, Dr. Ram Lubhaya.
