Who cares?

This has reference to news item "Misuse of red beacons goes on with impunity" [GK August 16, 2011]. Here in Kashmir, rules are for fools. Governance deficit has given a big jolt to rule of law. Nothing works in Kashmir. Footpaths are occupied by vendors, government land, Auqaf land, graveyards, roads are grabbed by influential people. Jungles are looted everyday. City is dirty and polluted. Dog menace, stray cattle, heaps of garbage, etc speaks volumes. Corruption is rampant. We see vehicles of bureaucrats and judges scaring common man while traveling to and from their residences. Their motorcade creates crisis like situation and fear psychosis on road. These vehicles everyday break all traffic rules and overtake all vehicles, take wrong side and above all create lot of noise. Who cares? In advanced countries it is only Ambulance carrying a sick patient or the Fire Tender which can use siren (emergency alarm) and even Prime Minster's vehicle will slow its speed and allow such vehicle to pass.
