Govt apathy stalled 2010 killings probe: SHRC chairman
Srinagar, Aug 7: Chairman of State Human Rights Commission (SHRC) Justice Bashir-ud-Din Sunday revealed that the government apathy stalled investigations into the killings of summer unrest 2010.
Talking to KNS Justice Bashir said, “The two member commission formed by the government to probe the killings of summer unrest 2010 has recorded the statements of the witnesses. However, the accused CRPF men moved to Jammu bench of the High Court and got stay order on their appearance before the Commission.”
Justice Bashir, who was one of the members of the commission, formed to probe the 2010 killings said, “After the stay order by the HC, commission couldn’t submit the final report to the government. Not only CRPF managed stay order against recording their statements, but they leveled some allegations against me also. Though state government had to defend me, they didn’t and I personally filed a petition in the HC to defend myself.”
He told KNS that the Commission had appealed the state government to file an appeal in the HC to transfer the case from Jammu to Srinagar. “However, they (Govt) didn’t file the appeal.”
The SHRC chairman said that 14 cases had been referred by the government to the commission for probe. “Three cases were from Islamabad (Anantnag) six from Srinagar and five from Sopore and Baramulla. We went to all these places to record the statements of people and the witnesses. Everywhere people recorded their statements without any fear,” he told KNS.
On Shopian double ‘rape and murder’ case, Justice Bashir said, “There is a report pending before the SHRC in the case. But the family members of the victims and Majlis-e-Mushawrat aren’t coming forward to record their statements. Despite several reminders, they have failed to appear before the Commission.”
He said that SHRC had taken suo-muto cognizance of alleged Sopore custodial death and Kulgam rape case.
The SHRC chairman pleaded helplessness in implementing the orders passed by the commission. “Our recommendations aren’t being implemented in several cases. But we don’t have powers to implement any recommendations as we are just recommending body to the government,” he added. KNS
