Youth Service and Sports deptt in dock over undue promotions

Srinagar, Dec 28: The Department of Youth Services and Sports (YSS) has promoted physical education teachers as lecturers and zonal physical education officers without scrutinizing genuineness of their certificates.
As per the documents and official communiqués, copies of which are with Greater Kashmir, rules have been either by- passed or violated in such a way as to accommodate blue eyed people.
According to an order (No. 60-Edu (Tech) of 2008, dated 25-04-2008) issued by secretary, Technical Education/ Youth services and Sports Department, Director YSS was asked to probe the matter.
“Director, YSS shall verify the genuineness of the post graduation qualification with reference to validity of degrees and pursuit of course as in- service candidate authorized by the competent authority under rules,” reads the order.
Notwithstanding this, incumbents were allowed to join after they were promoted. However, many of them have certificates that belie their genuineness. Either they have never taken service permission from competent authority or their leave periods do not match with duration of course.
One Muzzafar Ahmad Tramboo, who passed vocational M.P.Ed. course without the permission of competent authority finds his name among promoted candidates. The course is of four year duration requiring 240 days leave while as total earned leave for the candidate was just 120 days. He even did not withdraw salary.
Similarly, Sunil Kumar passed three year summer course with the same nature and his leave entered only 94 days. In case of Ghulam Hassan Mir, it is clearly mentioned in verification that the permission for granting leave is doubtful. Ravinderpal Singh had obtained only 60 days leave for four- year vocational course.
Not only this but some promoted people have cases pending against them in State Vigilance Organisation (SVO) and still were elevated in the department. Gurmukh Singh is one of them. He was a general line teacher and joined Sports department without any permission.
As per the departmental verification, there are many who have two degrees in the same course from the same institution. Chuni Lal is showing two- year post graduation in 1995. Similarly, Javed Iqbal, Bashir Ahmad Bhat and Muhammad Shafi Wani show two- years post graduation in 1993 while as others like Syed Arshad Andrabi and Noor-ul-Haq are showing only one- year post graduation in 1997 from the same college. Now, can a college award one – year post graduation in 1997 and two- year post graduation course in 1993 and 1995? The case is in SVO for verification for the last one year (under No. SVO/ SKL/very/30/2010 & SKL/MRP/10/2106 dated 13.09.2011), but department seems bothering least about such facts.
Sources in YSS department told this newspaper that department deputed a team of officials for verification from all the universities and colleges from where degrees were awarded but nothing came out of that and people were promoted as district sports officers in violation of SRO-122 of 2000.
Despite documental proof lying with this paper, the Director YSS Jaipal Singh insists his department has not done any wrong.
He claims promotions have been effected after proper securitization and consideration of the report.
