Making PSA humane: JK legislature to discuss amendment Bill
Jammu, Feb 22: State Legislative Assembly is expected to deliberate upon a private member Bill seeking abolishment of some of the harsh provisions of J&K Public Safety Act (PSA) 1978, during the upcoming budget session.
The bill to be tabled by MLA Muhammad Yousuf Tarigami is aimed at making the legislation humane and at par with the civilized norms.
The Act, which is since decades being seen as one of the most draconian laws applicable in J&K, is being rampantly used by the law enforcing agencies across the State.
“The amendment bill will thoroughly analyze the provisions contained in the Act and its requirement in the present day circumstances”, Tarigami said. He said his bill would be an attempt to get the harsh provisions striped off from the Act.
“There are various provisions which are in contradiction with civilized norms and democratic principles”, he said.
The Bill is also likely to get support from People's Democratic Party. “Though the matter has to be discussed in the legislative party meeting of the party, I personally believe that PDP should not hesitate in supporting the Bill”, a PDP legislator said, preferring not to be named.
Thousands of youth are presently languishing in jails under PSA.
