Jammu gets Rs 92 cr district plan

Jammu, July 12: Giving nod to Rs 92.53 crore Annual Plan 2011 for Jammu district at the District Development Board meeting he chaired here today, Chief Minister Omar Abdullah laid stress on judicious expenditure of funds and timely completion of works.
 The Chief Minister also emphasized on regular monitoring of progress on development schemes saying that public representatives and officers should keep eye on the pace of work and expenditures.
 “Our objective is to ensure timely benefits of schemes to people and create dependable public service providing infrastructure”, he said asking for sincere and prompt delivery by officers and executing agencies on this front, an official statement said.
 Omar said that reaching out to people in all areas in the process of development should be focused at and schemes launched accordingly. He said underdeveloped, far off and hilly areas require additional attention to bring them at par with other areas.
 The Chief Minister while appreciating the district administration for showing remarkable achievement on the expenditure front, he directed it to take note of the reports preferred by third party monitoring agency NABCON so that shortcomings and weak points are analyzed and made good during the execution of new projects.
 Omar said that it has been observed that the pace of progress on works remains slow in first two quarters of the year and picks up in the third and moves on fast track in the fourth one.
 “We have to change this trend. Our pace of progress should be balanced and equitable so that quick spending of funds in the fourth quarter is avoided”, he said maintaining that in such a practice there is apprehension of leakage and bad spending.
 On power supply, the Chief Minister said that Government is working on a special strategy to make considerable headway on this front. However, he said that revenue collection for the use of electricity has great bearing on the upgradation and development of power system in the State. “We have to bear huge losses on the supply of electricity and 100% metering is answer to this problem to a great extent,” he said. He said that the scheme of providing matching grants to legislators for providing funds for installation of transformers under Constituency Development Fund (CDF) would be given a fresh look.
 In response to the demand of the legislators for clearing of backlog in respect of old age pensioners, the Chief Minister constituted a Committee headed by the Chief Secretary to look into the matter and come up with a road map for the purpose.
 The District Annual Plan of Rs 92.53 crores for 2011-12 for Jammu approved includes Rs. 3453.57 lakhs as revenue component and Rs.5799.60 lakhs as capital component.
 The annual plan further includes Rs. 3161.96 lakhs as normal State share and Rs. 217 lakhs under projectization, Rs. 1424.64 lakhs as NABARD loan, Rs. 146 lakhs as LIC loan and Rs. 850 lakhs as tied grant.
