In a state where unemployment is too rampant, where industrial sector is almost missing, where private players are highly reluctant to invest, can the establishment afford to block any opportunities left? I point towards the Jammu and Kashmir civil services examination initiated by the J&K Public Service Commission in the year 2009 for which the final results were declared in February-2011. Subsequent to the joining of successful candidates, seven posts from various services remained vacant on account of non-joining of some of the selected candidates in view of their more prospective careers elsewhere. The common practice adopted by the Public Service Commission right from its establishment has been to fill the vacancies by operating the due and rational waiting list prepared by the Commission. But, as ill luck would have it, this time around the Public Service Commission has failed to operate the waiting list for the said examination. The candidates in the waiting list are suffering from deep mental agony and perceive bleak future ahead. This has brought misery and persecution to their dependent families as well. It is reliably learnt that despite its willingness, Public Service Commission feels helpless to operate the said waiting list because of some veiled pressures from within the establishment for the reasons best known to the people at the helm of affairs. It is pertinent to mention here that a great majority of the aspirants from the waiting list are about to cross the upper age limit for government jobs which is further compounding their problem. 
Govt. sector is perhaps the only reliable source of prospective careers, where talented, qualified and deserving but unemployed youth are moving from pillar to post. It will be just on the part of authorities to attend to the waiting list and prove their concern for the commoners.
