Whose responsibility?

It is pathetic that we are seeing developmental work going on at a snail's pace. Kashmir is lucky to have a natural beauty which nowhere in the world can be seen. But we are equally unlucky that we are not developed as we should have been. A flyover which takes a few months elsewhere takes not less than a decade in this part of the world. What can be the reason. Actually we as a people are not taking our duties seriously. We must learn to be very serious with our duty. That will be the only way we can finish our assigned work before time. Otherwise we will only keep passing the buck.
