Court issues show cause notice to SIT head
TUFAIL MATTOO KILLING
Srinagar, July 1: Observing that “no progress” has taken place in finding out the culprits “who caused deadly injury” to teenager Tufail Ahmad Mattoo, whose death triggered summer unrest last year, a local court Friday issued show cause notice to in-charge Special Investigation Team (SIT) to explain delay in probe into the killing.
“Perusal of case diary file produced by prosecuting officer reveals that no progress has taken place (in finding out the culprits),” Chief Judicial Magistrate Yashpal Bourney observed.
“This Court on June 2 had made certain observations and directed SIT to carryout the investigation in right earnest with promptitude. The directions were further conveyed to DIG and SSP Srinagar for issuing the compliance but it appears that same have not been carried out,” CJM said, adding, “So let in-charge SIT be put to notice at the first place to explain his position by next date (of hearing on July 16).”
The Court on June 2 had observed that logically, the investigating team should have first identified all kinds of similar weapon including anti-riot shell which could possibly cause such injury and should have taken doctors or ballistic expert from FSL.
“Though SSP concerned had produced a live shell for examination by team of doctors who conducted autopsy yet that was not enough.”
The Court had directed in-charge SIT to carry out the investigation strictly in accordance with law immediately without further wastage of time and “make every endeavor to reach out at culprit by next date of hearing, failing which necessary orders shall be passed.”
Mattoo’s death triggered off cycle of violence in the Valley and over a hundred persons were killed in subsequent five months.
