Govt for strict budget control mechanism

Srinagar, July 19: The government has called for strict budget control mechanism to safeguard state’s fiscal health.
The government has instructed the Financial Advisors and Chief Accounts Officers (FA & CAO) to work as watchdogs in the respective administrative departments is that pursuit. They have been asked not to allow violation of financial rules and regulations.
At a high level meeting of the senior officers of the Finance Department, FA&CAO and other officers here today, the officers were instructed to ensure maintenance of necessary Budget Control Registers.
The meeting, among others, was attended by the Commissioner/ Secretary Finance, Sudhanshu Pandey, senior Deputy Accountant General, S.L. Bhan, Director General Accounts and Treasuries, Wali Muhammad Bhat, Director General Budget, Ravi Magotra, Director Audit & Inspections, Urmil Sharma, Director Funds Organization and others.
The FA&CAOs were asked to closely associate themselves with the formulation of schemes as their role in this regard is vital. They were instructed to promptly respond to AGs draft audit paras and speedy action on audit reports and appropriation accounts, reports of public accounts committee(PAC), Estimates Committee and Committee on Public Undertakings.
Pandey asked the FA/CAOs to maintain a separate records of first installment of 10% arrears of 6th pay commission which has been sanction in favour of employees with the locking period of 3 years. He also instructed to release salaries of migrant appointees immediately. He said the process of periodical review meetings of various wings of Finance Department has been hailed at Central Government level as it has proved very successful in improving fiscal management in the State, an official statement said.
The DG Accounts & Treasuries in his welcome address said that monitoring mechanism in the shape of regular periodic reviews in the department have brought radical change in the overall fiscal management, adding that the Directorate of Audit & Inspection has conducted audit of 539 offices during the current years. He said the arrears on account of Red DC bill has now come down to ` 2489 crore against ` 3737.29 crore in May 2011.
