Selection procedure of block coordinators, preraks draws flak

Srinagar, July 19: The centrally sponsored scheme, Saakshar Bharat Mission (SBM) has again come under scanner following the alleged violation of procedure in selecting the Block coordinators and Preraks (motivators) in Central Kashmir’s Budgam district.
On July 15 the Zilla Lok Shiksha Samiti (ZLSS) Budgam issued a selection list for the engagement of Block Coordinators in eight CD Blocks and Preraks (motivators) at the Panchayat Halqa level for the implementation of SBM in the district.
Following the notice issued by District Development Commissioner (DDC) and District Education Planning officer Budgam, many candidates raised objections and alleged that there had been violations of selection procedure.
According to guidelines, set by the DDC in a meeting held on January 18, a copy of which is with Greater Kashmir, the selection procedure was set inclusive of weightage, out of 100 points, 10 points each for relevant experience and B.Ed in case of Preraks, while for Block level coordinators, 20 points has been given for the experience and 15 points for B.Ed.
“However, ZLSS issued the list on the basis of 80 points weightage in which both the experiences as well as B.Ed qualifications have been put under a back burner,” the aggrieved candidates said.
When contacted, the District Development Commissioner who is chairman of the ZLSS said, “The selection list is not final. Objections if any are welcome from the candidates.”
About the exclusion of experienced candidates, Rafi said the experience certificates produced by some of the candidates were examined and it was found that those cannot be relied upon. “The certificates will be authenticated and the decision will be taken accordingly,” he said.
Under SBM, over 6000 youth, who were working under two adult education programs-Total Literacy Campaign (TLC) and Continuing Education Mission as Volunteers Teachers, were to be given preference in their adjustment on contractual basis at District, Block and Gram Panchayat level to teach and motivate the adult illiterates (particularly females) and make this scheme a success.
