Rs 87 cr annual plan for Poonch approved

Jammu, July 24: District Development Board Poonch which met here today under the chairmanship of Minister for Medical and Technical education R S Chib approved Rs 87.49 crores district plan for current fiscal year. The Plan includes Rs 5185.36 lacs as capital and Rs 3564.28 lacs as Revenue components, an official statement said.
Details reveal that Rs 47.04 crores were earmarked for engineering sectors and Rs 40.45 crores for agriculture and allied sectors. The plan has accorded priority to education, PWD, Health, PHE and a whooping sum of Rs.99.24 crore is being utilized for implementation of MG NREGA under rural development sectors.
Addressing the meeting, the Chairman of the Board, R.S.Chib said that during last two and half years, several landmark projects have been taken in hand by the government in various sectors, aimed at providing all basic facilities to the people of all the three regions of the State. He said that under the dynamic leadership of Chief Minister, Omar Abdullah numerous schemes have been completed in health, education, PDD, PHE, R&B and other vital sectors, providing succor to the needy, education to the children of remote and far flung areas and health facility to the ailing persons at their door steps.
Giving resume of the Sports sectors, the Minister said that under a centrally sponsored scheme playing fields are being developed to promote sports activities at panchayat, block and district level. He also assured that efforts would be made to conduct a special drive for the recruitment of local youth in the central security forces.
Calling upon the government functionaries to work with zeal and dedication, Chib said that the every government official has to work with great care and sincere attitude and also judicious utilization of funds is to be assured at all costs so that the benefit of various developmental and welfare schemes reaches to the masses at the appropriate time.
Vice Chairman Pahari Advisory Board Syed Mushtaq Ahmed Bukhari, VC G&B Advisory Board Bashir Ahmed Naaz and Thaker Rashpal Singh VC State Kissan Advisory board, besides MLA Poonch Ajaz Ahmed Jan, MLA Mendhar Sardar Rafiq Hussain Khan and MLCs Mir Jahangir Hussain and Ch. Javaid Ahmed Rana attended the meeting and projected various demands pertaining to their constituencies in the meeting.
DIG Poonch Rajouri Range Rajesh Yadav, HoDs of various Departments, Chief Engineers of various engineering wings and District officers attended the meeting.
At the outset, District Development Commissioner Ajeet Kumar welcomed the chairman and board members and gave a resume achievements of last year plan and presented proposed plan of current fiscal year. He said 99.46 % of financial expenditure has been registered last year with almost full utilization of funds by under sectors . He said, as many as 19 primary schools were opened and 21 were upgraded, while 40765 G&B students and 46954 Pahari students were provided scholarship. He further said that about 76061 students were covered under mid day meal scheme and 77100 sets of free books were provided to students of 1st to 8th standard. He also disclosed that 10 habitations were provided potable water, 276 damaged transformers repaired besides 2 Allopathic Dispensaries, 1 residential quarter for doctors and 4 sub centre buildings were completed and added that 6459 works were completed under MGNREGS, and 601 low cost houses were completed under IAY during the period.
Under task force recommendations, DPR for construction of Mini Secretariat Poonch has been submitted for Rs 40.25 crores against which Rs 10 crore stand released, he added. Similarly, DPR for construction of Mini Secretariat Mendhar involving an amount of Rs 14 crores was submitted against which Rs 7 crore have been sanctioned.
Various decisions were taken during the proceedings, while the members appreciated the successful conduct of panchayat elections after a gap of 33 yrs. Meeting decided that the newly elected Panchs and Sarpanchas shall also be involved in the formulation of current district plan to give proper place to their recommendations. The meeting approved Rs 15 laKhs each for early construction of Dak Bunglow Mendhar and conference hall of Dak bunglow surankote,. It was further decided that additional funds would be provided for construction of DC office Poonch and Tehsil office complex Mandi. Moreover directions were passed to the concerned PWD authority for executing black topping over 9 km long Mandi to Chandak road on fast track basis.
