Kishtwar gets `67 cr annual plan

Kishtwar, July 25: Rs 6724.49 lakh annual plan for 2011-12 for district Kishtwar has been approved with Revenue component of Rs. 2448.58 lakh and Capital Component Rs. 4275.91 lakh at the District Development Board meeting held here today under the Chairmanship of the Minister for Higher Education, Labour and Employment Abdul Gani Malik (Chairman DDB Kishtwar), an official statement said.

Swarn Lata, Vice Chairman for Welfare of other Backward Classes Kuldeep Raj Verma, Vice Chairperson J&K State Commission for Women Ms. Shamima Firdous, MLA Kishtwar Sajjad Ahmed Kichloo, MLC Syed Asgar Ali, District Development Commissioner Kishtwar M. H. Malik, SSP Kishtwar B. S. Tutti besides Heads of Departments, District and Sectoral officers were present in the meeting.
Speaking on the occasion, the Minister said that proper planning and concrete implementation of the schemes is vital for benefit and welfare of the targeted population. He stressed upon the officers to ensure development of neglected areas particularly hilly and far flung areas of the district. He said that decisions taken in the DDB meeting should be implemented in letter and spirit and directed the officers to function as per requirements of the masses.
Regarding deficiency of staff in various schools in the district, the Minister directed the concerned officers to utilize services of Voluntary Service Allowance (VSA) holders in the district so that schools don’t suffer due to lack of staff. He said that posting mechanism will also be monitored so that all the schools get adequate teaching and non teaching facility in the region. He said that development of agriculture and allied activities is priority of government for socio-economic development and upliltment of rural population particularly farming community.
Regarding construction of PMGSY roads, the Minister directed DDC Kishtwar to examine the bottlenecks in these projects like Forest clearance, land acquisition and compensation cases so that these works get completed.
The District Development Commissioner gave a power point presentation for proposed annual plan 2011-12 and the plan performance achieved during annual plan 2010-11.
He said that under Agriculture Sector proposed outlay is 52.90 lakh, Animal Husbandry 68.56 lakh, R&B Rs. 1229.35 lakh, Elementary Education Rs. 1887.58 lakh, creation of new district Rs. 500 lakh, Secondary Education Rs. 730.92 lakh, health 364.68 lakh, PHE Rs. 296 lakh, Nutrition Rs. 157 lakh, Self Employment Rs. 53.88 lakh, DRDA (ADM) Rs. 30.99 lakh, Forestry (Territorial) Rs. 21.07 lakhs, SGSY (IRDP) Rs. 20.11 lakh and Cooperatives Rs. 16.24 lakh.
He also revealed that under Annual Plan 2011-12, 70 hamlets have been targeted for electrification, 15 Sub Centres have been targeted for opening during the year 2011-12. He also said that 17 Sub Centres, 1 District Hospital Hospital and 1 AD Inderwal are under progress and revealed that seven Sub Centres namely Pochnai, Kazna, Khattan, Mughalmaidan, Udail Gugran, Badhatt, and Sarthal are targeted for completion during 2011-12.
Under PWD, 45.16 KM New road connectivity for fair weather and construction of 24 bridges have been proposed during 2011-12.
While presenting achievements of the Kishtwar Development Authority in the district, he said that many works have been completed which included TRC Building Kishtwar, Tourist Amenities at Bimal Nag and Barnoya, Saffron Safari at Pochhal, Amphithearter Kishtwar, Water Sports Centre at Dool, Walk way in Chowgan etc.
The DDC also proposed some resolutions for approval of the Chairman which included approval of Labour Budget under MGNREGA for an amount of Rs. 8964.48 lakh for current financial year, regularization of 2 ISM dispensaries, approval for construction of road from Mughalmaidan to Giroon at an estimated cost of Rs. 635.00 lakh etc.
