Jammu, July 28: Union Human Resource Ministry is likely to appoint a former bureaucrat from Jammu and Kashmir as the first Vice-Chancellor of Central University Jammu, which has remained a non-starter even after two years of its sanctioning.
The first Vice-Chancellor of the varsity will be, however, appointed on interim arrangements as the administrative head until the Search and Selection Committee, headed by President Pratibha Patil in her capacity as the Visitor of the University, makes the final selection.
It was learnt that the name of the bureaucrat has been suggested by the State Government, which wanted HRD ministry to start at least the basic work for the establishment of the complex including building and appointment of administrative and academic staff.
“The state has completed all the formalities for handing over the land identified by a HRD panel for construction of the complex but there is no one to take over”, sources in the revenue department said.
The appointment of a former state bureaucrat as the inaugural Vice-Chancellor of the troubled varsity is already been recommended to the President by the Ministry of Human Resource Development, the reports said adding that the academic session has also been delayed inordinately on account of administrative problems.
The union ministry it said has recommended the name to president but the nod has been received as of now. The delay is said to be due to the pre-occupation of President Pratibha Patil, who is currently on a visit to Seoul and Mongolia.
The new Vice-Chancellor, the HRD Ministry has suggested in the panel sent to the President, is learnt to be from Jammu. Once appointed, the first Vice-Chancellor, though part of the interim arrangement, will have sufficient tenure to set up and build the institution. But there will be an understanding that he will not get another term.
