Srinagar, July 5: Finance minister Abdul Rahim Rather today said the state government is shortly launching Employment Exchange Mission Mode (EEMM) Project at a cost of Rs 65 crore.
 “The project would integrate web portals at Centre and State level to provide a big basket of employment at the national level,” he said, adding that the educated unemployed youth in J&K could choose appropriate jobs from the portal.
 The funding for the project, according to the minister, shall be shared in the ratio of 75:25 by Centre and the State Governments.
 Speaking at the second meeting of Employment Facilitation Agency (EFA) at Civil Secretariat here today, the minister stressed for close coordination between the employment department, J&K Entrepreneurship Development Institute (JKEDI) and the J&K Bank to derive maximum benefits out of the SKEWPY, an official statement said.
 The meeting was informed that one Entrepreneurship Development Cell would be set up in each degree college of the State where educated youth would be imparted training and counseling as per the requirement of job market world over.
 The minister called for conducting an extensive entrepreneurship potential survey at district level in J&K “for laying a sound and strong enterprise base in the State.”
 The minister also called for extending the outreach of SK Employment and Welfare Programme for Youth (SKEWPY) to the rural areas for equitable distribution of its benefits.
 The meeting held a threadbare discussion on pace of construction on District Employment Counseling Centers in each district of the State, performance of Voluntary Service Allowance (VSA) and seed Capital Fund Scheme and other employment generation initiatives.
 He asked the J&K Bank to ensure that each entrepreneur, whose DPR is submitted for lending, is provided loan facility within three months as per its MOU so that the youth are able to set-up their enterprise without any difficulty.
 He said any kind of delay by the Bank in this regard shall owe an explanation to the Government. He directed the JKEDI to keep regular monitoring of the Seed Capital Fund Scheme and ensure that the entrepreneurs’ set-up their units at ground. He also called for providing regular guidance and hand holding to the entrepreneurs adding that the EDI, should be proactive and go beyond imparting training and should focus on capacity building of entrepreneurs till unit/enterprise gets stabilized.
