Challans only way out for helmet wearing

THIS is in response to the news published on City Page Thursday that “No helmet, no fuel for Srinagar two-wheeler riders” by Superintendent of Police (Traffic) Maqsood-ul-Zaman.
 Will it really work, time will prove. But it is hard to believe it.  How would it work when a helmetless man moving through police pickets fearlessly is expected to fear a worker at petrol pump. Day in and day out Srinagar City is growing to its full conjunction.
 My suggestion is to charge a heavy  challan. The police man charging the challan should be upright every time. For this operation to be successful each policeman should be given credit points for each challan he issues to the traffic violators based on which he must be given some attractive incentives.
 Recently I saw in Kingdom of Saudi Arabia, passengers sitting in the car parallel to the driver always seat belted. While trying to know the reason, I learnt chalan of 500 Riyal are slapped on the person sitting without fastening seat belt and not the driver/owner of the car.
