Accession with India conditional: NC

Srinagar, June 11: Senior National Conference (NC) leader and the Finance Minister Abdul Rahim Rather Saturday asserted that the accession of Jammu and Kashmir with India was based on certain conditions which have been accepted by the central government.
“The documental conditions which include 1952 position—Delhi Agreement—and Article 370 are pedestal of state-center relations,” Rather said while addressing NC workers at party headquarters here.
The minister urged the central government to take practical measures for the restoration of 1952 position in JK. “This point should be made as a starting point for every dialogue process,” he said.
Rather maintained that autonomy was the “most acceptable solution” for the Kashmir issue. “Working Group constituted by Prime Minister Manmohan Singh and headed by Justice Sageer had also accepted autonomy as the best possible solution.”
The minister said that autonomy was being appreciated world over as “durable solution” and “world leaders are discussing it on every front which shows its importance.”
Rather termed Peoples Democratic Party’s politics as “climber tree politics which doesn’t last long.” “PDP’s politics is seasonal which climbs like a gourd plant and grows only when it has some settled tree alongside,” he said. “National Conference is a Chinar tree,” he said.
Rather said National Conference did not play any role in changing 1975 cabinet order over execution of 690-MW Salal power project. “It was Ghulam Muhammad Shah and Mufti Muhammad Sayeed who took part in changing the decision.”
“State cabinet is working to make JK self-sufficient in power. We are going to discuss the issue of our major power projects including Salal in cabinet sub-committee,” Rather said.
