Harassing tourists

This refers to the news wherein some soldiers have been accused of harassing tourists. It is very sad unjustified on part of the accused soldiers. What are they trying to convey to the tourists? Are they trying to spoil tourism flow to Kashmir? Though a probe has been ordered into the incident, the forces must be directed to ensure discipline while performing their duty.
