Wrong decision
This refers to the box letter titled "Separating GMCs will prove counterproductive" (GK June 13). The author has tried to politicize the issue. Educational institutions are not only accountable to the government but are equally accountable to Central councils/ Commissions, be it MCI or UGC .So if there is no difficulty in having separate seniority for different universities of state, why combine the seniority of the two medical colleges of state when GMC Srinagar has showed marked progress in faculty positions, post-graduate intake and MCI recognitions after the seniority was split in 2006? To put some figures right, the MCI post separation of seniority recognized six departments for postgraduate courses and did not stop postgraduate courses in any recognized department. With respect to faculty positions in GMC Jammu the author may note that in position percentage, GMC Jammu is 58% and not 80% (207/356). In position percentage, faculty position in existing departments of GMC Srinagar is 48 percent and not 38 percent. The author also needs to analyze the reason for depleted positions of professors. This unfortunately is a cumulative effect of combined seniority in the past. Before separation faculty members of GMC Jammu after getting promoted on GMC Srinagar faculty posts failed to join at GMC Srinagar and thus blocked the faculty positions at GMC Srinagar. This resulted in stagnation and depletion of higher faculty positions at GMC Srinagar. Department of Psychiatry and Anatomy have services of professors while as departments of Anaesthesia, Chest medicine and ophthalmology will have professors by September end. Implications of seniority will create chaos on
seniority of newly recruited lecturers appointed on same dates in two medical colleges. This will affect promotion prospects of 69 lecturers at GMC Srinagar for no fault of theirs. Moreover, these lecturers were appointed after separation of seniority with their consent to serve at Government Medical College, Srinagar and Government Medical College, Jammu.
