Srinagar, June 16: Jammu and Kashmir High Court Thursday sent a proposal to the state government recommending promotion of at least 31 subordinate judges to higher positions.
According to sources, as per the proposal, 16 sub-judges are to be promoted as District and Sessions Judges subject to the confirmation from the state government. It was also learnt that the High Court has prepared a list of the judges to be reshuffled once the approval for the promotion is received from the government.
“The proposal was sent to the government today,” Registrar General of the High Court, JR Kotwal told Greater Kashmir.
The sub-judges to be promoted include Yash Paul Bourney - CJM Srinagar, Jaffer Hussain Beg - Joint Registrar  (Judicial) J&K High Court Jammu Wing, Ashok Kumar - CJM Doda, Mohan Singh Parihar - CJM Jammu, Muhammad Ibrahim Wani - CJM Bandipora, Sham Lal Lalhal - CJM Rajouri, Muhammad Ashraf Malik - CJM Pulwama, Kossar Ahmad Qureshi - CJM Sopore, R N Wattal - Electricity Magistrate, Parvez Hussain Kachroo - CJM Budgam, Mohinder Kumar Sharma - CJM Udhampur, Zubair Ahmad Raza - sub-judge Nowshera, Madan Lal - sub-judge Kupwara, Yash Paul Kotwal - Special Mobile Magistrate Passenger Tax and Shops Act, Jeema Bashir - CJM Anantnag and  Jawad Ahmad - Joint Registrar (Judicial) J&K High Court Srinagar Wing.
As per the proposal, 15 Munsiffs are also to be promoted as sub-judges. They include Vijay Singh Manhas - Munsiff Hiranagar, Om Parkash Bhagat - Munsiff Ramban, Manjeet Singh Manhas - Munsiff Akhnoor, Abdul Majeed Dar - Sub-Registrar Srinagar, Naushad Ahmad Khan - Leave Reserve, Som Lal - Munsiff Kalakote, Muhammad Ashraf Bhat - Munsiff Anantnag, Pardeep Kumar - Munsiff Bhaderwah, Amar Jeet Singh Langeh - Sub-Registrar Jammu, Sandeep Kour - Forest Magistrate Jammu, Amit Kumar Gupta - Munsiff Chenani, Yahaya Firdous Ahanger - Munsiff Pampore, Sandeep Gandotra - 3rd Additional Munsiff Jammu, Raja Muhammad Tasleem - Munsiff Tangmarg and Anoop Kumar - Munsiff Udhampur.

SUPER TIME SCALE/SELECTION GRADE
According to order No. 210 issued by Registrar General J&K High Court, four District and Sessions Judges have been accorded super-time scale (Rs 22850-500-24850). They are TA Naqashbandi from December 1, 2006, SL Pandita from November 23, 2007, Khaliq-ul-Zaman from March 1, 2008 and SS Sangral from November 5, 2008.
According to another order No. 208-GS, Kaneez Fatima presently Registrar Judicial J&K High Court Srinagar Wing has been accorded super-time scale (Rs 22850-500-24850) with effect from July 1, 2010.
According to order No. 209-GS, the State High Court accorded sanction to the placement of District and Sessions Judges, Shakti Kumar Gupta, Ashok Kumar Sharma, Muhammad Shafi Khan, Sanjay Kumar Gupta and Suresh Kumar Sharma in the selection grade (Rs 18750-400-19150-450-21850-500-22850) of J&K Higher Judicial Services.
