Whose Kashmir

This refers to Indo-Pak talks being held quite often. The recent conference has once again pointed towards a bitter fact of ignoring Kashmir. The two countries must talk and there is no option except negotiations. But there is no point talking if they ignore Kashmir. For decades diplomatic exercises have been carried out without any result. And how can a result be expected when you sideline the main party. When the two countries meet, they must ensure that it's actually Kashmir that is to be discussed, not their bilateral issues.
