IAS Officers Declare Assets, Throw Up Surprises

Srinagar, June 8: A majority of the Indian Administrative Service (IAS) officers in Jammu and Kashmir have finally divulged their assets, with the Department of Personnel and Training (DOPT) at the Government of India putting the details in public domain. While a few officers are yet to declare their asset details, some have provided ‘insufficient information’ as is visible from their property statements marked up to December 2010.
As per the statements of the officers, copies of which are with Greater Kashmir, the DOPT had asked them to divulge the details of movable and immovable properties, the present value of the property and the mode of acquiring the same. In many cases, however, the information including the GP fund savings have been withheld for unknown reasons.
MADHAV LAL
State Chief Secretary, Madhav Lal, reveals that he owns a house worth Rs 50 lakh at Greater Noida in Uttar Pradesh which has been acquired by “Membership of Greenwoods Govt Officers Welfare Society in 2000” and it fetches him Rs 2 lakh annually. Lal says he owns another apartment worth Rs 80 lakhs at Vasant Vihar New Delhi “which is jointly owned with legal successors of father, mother and brother.” “This property has been acquired vide land lease between DDA, Government Servants Cooperative House Building Society Ltd, Vasant Vihar and owners” on 1.7.1991. Lal also owns a flat at Indrapuram in Ghaziabad district of Uttar Pradesh. The flat values Rs 36 lakhs.
PRAMOD KUMAR JAIN
Jain is Financial Commissioner (Revenue) who owns a house at Jammu jointly managed by self and wife, plot of one-kanal at Sidra, flat in Guragaon and a plot at Ompora Budgam leased by JK Housing Board. Kumar has withheld the present value of the property.
PERVEZ DEWAN
Senior IAS officer, Pervez Dewan, who is presently on study leave, owns 2-bedroom flat (duplex) against which he fetches Rs 2,16,000 annually. “By 1985, when I took possession, I had spent about Rs 1.90 lakh on payment to DDA from which I purchased it plus essential fixtures and furniture,” Dewan writes, withholding ‘present value’ of the flat.
Dewan says he owns four kanals of land “of which I am in possession of 3 kanals. I will get the possession of the 4th kanals when I pay the last installment.” The land is situated at Naranag at Wangat in Kashmir. “In December, 1998, I paid Rs 21,000@Rs 7,000 per kanal. I have constructed incomplete walls worth around Rs 90,000 on the land purchased from Hanief son of Ismail Gujjar,” he writes, again withholding ‘present value’ of this land. Dewan also owns a Plot of 4700 sq ft and another Plot of 1 kanal at Tawi Vihar, Sidra Jammu. He says he has paid Rs 10,04,400 for Plot A on 24 April 2007 and Rs 21, 76,100 for Plot 2 in three installments.
ANIL GOSWAMI
Anil Goswami, Additional Secretary (Foreigners) at the Ministry of Home Affairs says he has purchased a sub-plot at Greater Noida in Uttar Pradesh. The plot costs Rs 13, 00,000 while another Rs 8, 00,000 as cost of construction, he says. However the present value of the plot has been withheld. Goswami says he has also purchased a plot at Channi Himmant Jammu from the J&K Housing Board. “The plot approximately costs Rs 5 lakh while Rs 12 lakh has been the cost of construction,” he says, not revealing its present value.
PANKAJ JAIN
Pankaj Jain, Additional Secretary at the Ministry of Statistics and Programme implementation, says he owns an inherited house at Kanpur whose present value has not been evaluated. “The property is by the name of JM Jain in which I have 50 percent share. The property is illegally occupied and the occupant is depositing rent at Rs 25,000 per month in the court.,” he says. Jain mentions he owns a vacant plot at Gurgaon which has been allotted and registered at Rs 91,444 under court orders. The present value has again been withheld.
SONALI KUMAR
Sonali Kumar, Principal Secretary (Coordination), RC Office New Delhi, mentions she owns a villa at Greater Noida in UP which is under construction. She says she acquired loan for this from State Bank of Patiala of Rs 17 lakhs and also paid from her own savings. She says the present value of the property would approximately be Rs 24 lakhs. Apart from “cash balance of Rs 20,000”, she has saving bank deposits at SBI Patiala, JK Bank Prithviraj House New Delhi and ICICI Bank worth Rs 9.96 lakhs, Rs 0.90 lakhs plus Rs 1.16 lakhs, and Rs 50,000 respectively. She says she has fixed deposits in Standard Chartered Bank at New Delhi with present value of Rs 14.35 lakhs and also debentures and security bonds with acquisition value plus reinvested dividends of Rs 41 lakhs.
AK ANGURANA
Angurana is Principal Resident Commissioner New Delhi. Owns a flat of 1250 sft at Street 57, West Punjabi Bagh New Delhi, purchased at Rs 10,00,000 from private individual, incurred miscellaneous expenditure of Rs 90,000 towards registration; Wife has been allotted flat in Dwarka in 1999 for payment of Rs 8.00.000 by installments; Owns 24 kanals un-irrigated land at Tikri Udhampur purchased for Rs 4,80,000 plus additional expenditure of Rs 40,000; owns plot at Sainik Colony Jammu received from mother as part of share of property; has bank deposits of Rs 2,60,000 under smart saver as Saving Bank Deposits in J&K Bank; FDRs of self amount to Rs 32,25,292 in JK Bank, Joint Saving Deposits of wife and self in Indian Overseas Bank, Lodhi Road, New Delhi for Rs 50,588 deposits of self and wife in PPF to the tune of Rs 13,73,636 and Rs 12,58,998 respectively at PNB Shastri Nagar Jammu, Saving Bank Deposits of wife in Bank of India, Khan Market Branch of Rs 13,00,000; Gold ornaments of 35 tolas acquired as parental gifts.
KB AGARWAL
Agarwal is Principal Secretary to Government PWD. Residential house inherited from father at Sahukara Barelley (UP), present value (Rs 16 lakh approx); Residential house in name of wife at Barielley UP, present value Rs 10 lakh, purchased by father-in-law in 1988, annual income from house Rs 48,000; 0.10 hectares of agricultural land, with present value of Rs 0.26 lakh in 2001.
BB VYAS
Vyas is Principal Secretary to Chief Minister Omar Abdullah. Has agricultural land worth Rs 10 lakhs at Chittorgarh Rajasthan purchased in 1984 prior to joining IAS; Plot at Udaipur worth Rs five lakhs in the name of wife, purchased in 2008; Plot at Palam Courts Jaipur Rajasthan worth Rs 40 lakhs and flat at Dwarka New Delhi worth Rs 30 lakhs; Movable items worth Rs 9 lakhs apart from LIC policies, fixed deposits, saving accounts and shares worth different values.
KHURSHID GANAI
Ganai is presently on deputation. Owns land and house at Mattan owned by father, lands and houses owned by father-in-law at Srinagar, Jammu and elsewhere in the state where wife is a shareholder, house and land apartment (2 kanals) at Shivpora Srinagar constructed by father-in-law, jewelry and ornaments worth Rs 12 lakhs, household items of Rs 3 lakhs. Present value of the land has been withheld.
RK GOYAL
Goyal is principal secretary to Governor NN Vohra. He says he owns a flat in Greater Noida in the name of wife and father-in-law. he says the property fetches him Rs 1.32 lakhs annually while its “present value has not been assessed.”
BR SHARMA
Sharma is Principal Secretary to Home Department. While he acknowledges having ancestral and shared property at different places, the present value of the same hasn’t been assessed. He says he owns an ancestral house at Kathua, another ancestral house at Kathua, residential house at Gandhi Nagar Jammu and plot allotted by the JK Housing Board at Channi HImmat Jammu.
ARUN KUMAR
Arun Kumar, who was until recently on study leave, says he doesn’t own any land or flat but mentions saving bank deposits of Rs “9.96 lakhs in self/spouse account at the State Bank of Patialia at Shastri Bhavan New Delhi.” He mentions he has Rs “0.90 lakhs and Rs 1.16 lakhs in old account of J&K Bank on Prithviraj Road at New Delhi. This is money is in my salary and my wife’s salary account.” He mentions he has an account since 2007 in ICICI Bank at Residency Road Jammu, having “Rs 50,000 in it.” Kumar says he has fixed deposits at Standard Chartered Bank New Delhi with present value worth Rs 14.35 lakhs and also has security bonds with “acquisition value plus reinvested dividends of Rs 41 lakhs.” Arun Kumar also mentions he has household items worth Rs 99,000 and a car of Rs six lakhs.
SUDHANSHU PANDEY
Pandey is commissioner/secretary, State Finance Department. Owns a plot worth Rs 80 lakhs in Lucknow. Owns property at Dwarka New Delhi worth Rs 50 lakhs and another property worth Rs 25 lakhs in ARN Infrastructure Limited.
RK GUPTA
Gupta is additional secretary UPSC New Delhi. Owns a flat at Kalkaji New Delhi with present value of Rs 50 lakhs. The annual income from this is Rs 1,68,000. Owns a flat at Noida with anticipated cost of Rs 45 lakhs.
LOKESH JHA
Jha is Joint Secretary PP/VS Division. Owns a house at Varanasi, UP having present value of Rs 30 to 40 lakhs.
PRADIP KUMAR TRIPATHI
Tripathi is adviser and joint secretary, NDMA. He says he doesn’t own any property, immovable or movable.
PG DHAR CHAKERBARTI
Dhar is executive director NIDM. Owns 2-bed room flat at Shipra Suncity at Ghaziabad Indrapuram, Present Value (Rs 25 lakhs), purchased on installments at Rs 9.50 lakhs; 300 sq mt Plot at New Town Kolkata, present value (Rs 20 lakhs).
UMANG NARULA
Narula is commissioner/Secretary, Industries and Commerce Department. Owns under construction apartment at New Town Heights, Gurgaon besides plot at Uttranchal, with present value of Rs 1,50,000.
ATUL DULOO
Dulloo, who is commissioner/secretary Tourism and Culture Department, says he owns no property movable or immovable.
SHANTMANU
Shantmanu is Commissioner/Secretary, Forest Department. Owns a flat at New Town Kolkata having present value of Rs 60 lakhs. He also owns a flat at Noida having present value of Rs 44 lakhs.
AK MEHTA
Mehta is joint secretary, Urban Development at GOI. Has listed 10 properties, three of which he claims are ancestral. Others comprise of an orchard, double-storeyed building, 1 kanal of agriculture land, two plots of land and four more plots. These are jointly worth Rs 70 lakhs approximately.
SHALEEN KABRA
Kabra is Managing Director JKSPDC. Owns a residential plot at Hiraninagri, Udaipur. He mentions its present value as Rs 3.45 lakhs with joint ownership with father.
AK PARMAR
Parmar is Director, Ministry of Health and Family Welfare. Says he owns a flat at Vasant Kunj Delhi having present value of Rs 25 lakhs. He owns a residential plot at Baruch Gujarat, having present value of Rs 1 lakh.
DHEERAJ GUPTA
Gupta is Private Secretary to Defence Minister. Says he has a share in undivided agricultural land of about 74 acres at Faruknagar Gurgaon. The present value, he says, is subject to assessment. Owns a residential plot at Hosur Road Banglore worth Rs 8 lakhs (2004 value), agricultural land at Gujarat worth Rs 4.58 lakhs.
ASGAR HASAN SAMOON
Samoon is Divisional Commissioner Kashmir. Owns ancestral house with 40 kanals land at Gurez. Has acquired HIG plot at Tavi Vihar Jammu. One HIG Housing Plot at Friends Enclave Humhama with a two-storey house. Owns 2 kanals and 6 marlas agricultural land at Kulan, Ganderbal. 1535 sq ft flat at Gurgaon Haryana.
PAWAN KOTWAL
Kotwal, who is Divisional Commissioner Jammu, hasn’t revealed the property details, mentioning “same as last year” in the property statement of 2010. The last year details are not available.
ROHIT KANSAL
Kansal is on deputation to Ministry of New and Renewable Energy. He says he has no property.
SHALENDRA KUMAR
Kumar is a Director at Ministry of Agriculture at GOI. Owns a flat at Greater Noida worth Rs 60 lakhs besides house at Bhojpur and land at Patna the value of which is unknown.
G A PEER
Peer, who is presently Excise Commissioner, has revealed that he owns one Pacca house at Seer Hamdhan in Anantnag “owned by my father-in-law” besides 1 kanal and 2 marlas of land at Gulberg Colony Barzalla Srinagar “belonging to my wife.” The present value of the land has been put at Rs 38 lakhs. While minute details haven’t been revealed, he mentions that his GPF is Rs 9.45 lakhs with monthly subscription of Rs 8000. Peer says he has LIC Policy for Rs 2.50 lakhs and gold ornaments worth Rs 55,000 and Rs 8000.
BASHIR A RUNIYAL
Runiyal is Commissioner/Secretary, Technical Education, Youth Services and Sports. Says he has half share in 2 houses at Pogal, one house in Ramban town, one house in Jammu and an incomplete at Humhama. Has 52 kanals of ‘landed property’, 15 total of Gold besides previous savings of Rs 32 lakhs.
SHEIKH EJAZ IQBAL
Iqbal is Secretary, Revenue Department. Says he owns an ancestral land and house at ancestral place, 2 kanals and 4 marlas of land, another 2.5 kanals of land in possession for which ownership rights under Roshni Act has been sought. He says the value of the property was Rs 50,000 at the time of purchase. He says he has cash of Rs 34 lakhs as on 1.1.2010.
FAROOQ AHMAD
Ahmad is presently Director Census Operations. Says he owns a residential house and 1.75 kanals of land in Srinagar worth Rs 30 lakhs.

Ghani is secretary, Planning and Development Department. Has a residential house in Peerbagh, 1 kanals and 4 marlas of agricultural land at Kanihama Chadoora, 300 shares of JK Bank worth Rs 20,000, bank balance of Rs 3.5 lakhs, LIC policies and gold ornaments weighing 470 grams.

Koul is Relief and Rehabilitation Commissioner. Says he has a bank balance of Rs 39 lakhs with Canara Bank, GP fund balance of Rs 9, 70,000, has 7.20 grams of gold besides other items. Says he has no housing property.

Hussain is special secretary, Agriculture Production Department. Has a residential house at Shalimar Srinagar in the name of father and brother whose present value has not been assessed. Owns a flat at Channi Himmat Jammu whose value is unknown.
GH TANTRAY
Tantray is secretary, Law Department. Has acquired a house at Handwara worth Rs 45,000 to Rs 50,000. Has listed immovable and movable properties worth different values.
HIRDESH KUMAR
Kumar is presently DM Ghaziabad. Owns a flat at Greater Noida worth Rs 65 lakhs. Has agricultural land worth Rs 50 lakhs at Binjor, agricultural land worth Rs 4 lakhs at Binjor, agricultural land at Bijnor worth Rs 12 lakhs and a plot at UP worth Rs 60 lakhs.
MA BUKHARI
Bukhari is Secretary PSC. Has a share in ancestral property comprising of a residential house at Baramulla. Has one kanal land with residential house at Peer Bagh and 1 kanal of land at Rawalpora Budgam which is in the name of his wife.

Mushtaq is Commissioner Srinagar Municipal Corporation. Owns a house at Hyderpora, land at Baramulla and Srinagar. Has fixed deposits worth Rs 5 lakhs and an LIC policy for Rs 1 lakh. He says he has other LIC policies “the details of which have been given earlier.”
MK BHANDARI
