Ministers’ constituencies get lion’s share

Jammu, Mar 16: In yet another startling revelation, the state government on Wednesday admitted that 20 out of total 35 health institutions established and upgraded during 2010-11 fall in the constituencies represented by ministers.
 Interestingly, eight out of total 18 health centres in Valley were upgraded and established in Chrar-e-Sharief constituency represented by Finance Minister Abdul Rahim Rather. Besides three health centres were upgraded in Uri Assembly segment which belongs to the PHE and Irrigation Minister Taj Mohi-ud-Din.
 Only four health centres including three in BJP represented assembly segments were upgraded in the state during 2010-11.
 In a written reply to the question of the Leader of Opposition, Mehbooba Mufti, the government said on Wednesday that no Primary Health Centre was established in the state during 2009-10 but a total of 35 health institutions were either established or upgraded in the state during 2010-11.
 The figures stated that eight heath centres (three Sub Centres including Nagbal, Tilsar, Panzan and five Primary Health Centres (PHCs) comprising Nilnag, Khirgund, Brenwar, Kanir and Watkaloo) were upgraded and established in Chrar-e-Sharief assembly segment while three Sub Centres including Danisaydan, Warikah and Sultandaki were upgraded as PHCs in Uri constituency.
 Two health centres including PHC Dangiwacha and MAC Shalkote were upgraded in the assembly segment of Minister of State for Health, Javed Ahmed Dar.
 Last week, the entire Opposition including PDP, BJP, JKNPP and JSM had created massive uproar and pandemonium in the Legislative Assembly to protest the ‘biased’ up-gradation of health centres and schools in the State. The Speaker had directed for constitution of a Joint House Committee to probe the allegations leveled by the Opposition members.
 On March 9, Greater Kashmir had reported that 33 out of total 34 schools were upgraded in two particular constituencies of the Valley during 2009-10. These constituencies were represented by Minister for Finance Abdul Rahim Rather and Minister for School Education Peerzada Muhammad Sayeed.
 Official figures further revealed that six health institutions were either upgraded or established in Akhnoor constituency which is being represented by the Health Minister Sham Lal Sharma. These health institutions included Sub Centres Ghar Majoor, Sohal, Bhalwal Brahmana and Gangal were upgraded to the level of PHCs while PHC Chowki Chowra was upgraded to the level of Accidental Hospital. The PHC Jourian in Akhnoor assembly segment (earlier upgraded in 1999 but without posts) was upgraded to the level of Sub District Hospital.
 The Accidental Hospital Khour, which is in assembly segment of Deputy Chief Minister Tara Chand, was upgraded to the level of SDH (earlier upgraded in 2006 but without posts).
