Accused sold subsidized kerosene as diesel

Srinagar, Mar 16: After the expose of high profile sugar scam, the Consumer Affairs and Public Distribution department is once again attracting media glare for wrong reasons. This time it is illegal sale of subsidized kerosene oil worth crores which was chemically treated to make it colourless and then sold in the open market as diesel on higher rates.
Police claims that during the ongoing investigation into the illegal trade, it has arrested two people and recovered 1850 liters of treated kerosene oil from the Rainwari area of Srinagar.
“On specific information, the police detained one accused Fayaz Ahmad Khan, a resident of Pandithpora Rainawari,” SSP Srinagar, Syed Ashiq Hussain Bukhari, said during a media briefing at Rainwari police station.
“During investigation we recovered 1850 liters of subsidized treated kerosene oil and estimated 12 kilograms of bleaching powder. We also recovered some 15 kilograms of residual material.”
SSP said during interrogation, the accused revealed the name of another person identified as Muhammad Maqbool Dar, a resident of Hassanabad. Dar, who is also accused of illegally selling the kerosene oil meant for public consumption, happens to be an authorized dealer of CAPD.
“Dar was authorized dealer of government supply of Kerosene oil for Hassanabad and Mir Behri depos,” Bukhari, accompanied by SP North Srinagar, Showkat Shah, and SDPO Khanyar, Parvaiz Ahmad, said.
“He was actively involved in the black marketing of the public kerosene oil. He used to sell the subsidized oil for Rs 21 per liter to Khan. The government rate of the oil stands at Rs 14.”
Giving modus operandi of the accused, the police said later the kerosene oil was treated with bleaching powder and other residual material.
“The chemical treatment would change the color of the oil from blue,” Bukhari said. “It would look like diesel. The subsidized oil which was bought for Rs 21 was then sold at Rs 35 to Rs 37 a liter. The matador and tipper owners were the main customers as they would find it cheap against the market rate of diesel at Rs 41.”
The police said the accused used to sell 400 liters of kerosene oil as diesel every day for past two and half years.
“They have minted huge money which runs into crores,” SSP said. “The investigations are on. We expect more arrests and recoveries in the coming days.”
The police also said they are investigating the role of CAPD in the illegal trade. The expose has come after police detained more than 10 officials of CAPD involved in the multi-crore rupees sugar scam. 
The police have registered an FIR 14 of 2011 under section 420, 285, 109 RPC, 3/7 Essential Commodity Act at police station Rainawari.
