Surprise inspections on to ensure quality control, adherence to rules

Srinagar, Mar 6: In a bid to ensure quality control in Private B.Ed Colleges in Kashmir, which are allegedly violating admission and other academic norms, the University of Kashmir has decided to launch a massive crackdown on the defaulting institutions.
 Informed sources disclosed to Greater Kashmir that the varsity has begun conducting surprise inspections of the private B.Ed colleges in Kashmir division to examine their functioning and adherence to the rules governing admissions, recruitments and the infrastructure therein.
 The surprise inspections, the sources said, come in the wake of university's policy to monitor the functioning of the B.Ed Colleges and also the instructions from the Chancellor’s Office—the Raj Bhawan—that there must not be any compromise on the quality of education in private B.Ed Colleges.
 To begin with, a team of senior varsity officers Saturday conducted surprise inspection of a college in south Kashmir’s Pulwama district. Sources said the officers found very thin attendance of students in the college named Insight College and Trainings. “Of the approved intake capacity of 258 students, only 30 students were present,” said a member of the inspection team. “We are initiating action against the college as per the rules and also examine why the students were absent.”
 The high-level inspection team was led by the varsity’s Dean College Development Council (DCDC), Prof Mushtaq A Kaw while its members included the Controller of Examinations, Prof AM Shah, Dean Social Sciences, Prof Noor Ahmad Baba and Director Business School, Prof Shabir Ahmad Bhat.
 The surprise inspections also come in the backdrop of reports that some of the B.Ed Colleges were openly flouting admission norms, with a number of them failing to ensure attendance of students while facilitating award of degrees without actual attendance. It has also come to fore that some of the colleges were engaging teachers on their own and allegedly paying them a meager salary, as against the amount prescribed by the varsity.
 Confirming surprise inspections, the DCDC, Prof Mushtaq A Kaw, asserted that the initiative is being taken to ensure quality improvement in the B.Ed Colleges. “We have already issued a circular recently and asked the private B.Ed colleges that they must ensure regular attendance of the students and faculty and also ensure that all the requisite facilities are provided to them. The inspections are being conducted to improve the quality of infrastructure and education in the private B.Ed colleges,” he told Greater Kashmir.
 He said that Private B.Ed Colleges would not be allowed to flout norms.  “Anyone found violating the rules would be punished,” Prof Kaw said. "We are going to continue with the inspections as part of our policy.”
