Transparent system

Every society aspires to have a transparent system of governance. Same is true with the people of Jammu and Kashmir. Recently the state government started crackdown on medicos on private practice. It is seen as a welcome step by many. Now it has trained guns on teachers indulging in tuitions. But I dare to say why only teachers and doctors? What about Babus who resort to corruption? Why they are not punished?
