Process Will Complete Two Tiers Under Panchayat Raj
Srinagar, Nov 19: For the first time in Jammu and Kashmir’s history, Government has decided to constitute Block Development Councils which will lead to setting up of the two-tier mechanism under the Panchayat Raj system in the state.
Officials said state government has asked the state Election Department to go ahead with polls to 143 Block Development Councils to elect equal number of the BDC chairmen.
Notification to this effect will be issued soon by the Election Department and the polls will be completed within a month, officials said. The electoral colleges for the polls will comprise of the representatives elected during recently conducted Panchayat polls- Sarpanchs and Panchs.
While Sarpanchs and Panchs can join the poll fray, anybody who comes within jurisdiction of a concerned Block Development Council and fulfills criteria laid under Peoples Representation Act can contest the polls.
Though Panchayat polls were last time held in early ’70s, the three-tier system given under the state Panchayat Raj Act was not completed.
In Kashmir division including Ladakh, the exercise will be conducted in all 77 BDCs having an electoral college of 2164 Sarpanchs and 15,959 Panchs and for Jammu region the total number of BDCs with 1966 Sarpanchs and 13,760 Panchs which will go to polls is 66.
Each Block will have Block Development Council Chairman who will be the member of the District Development Board, and his/her deputy to be elected by the Electoral College.
“Once all formalities are completed the department will issue notification for the polls and the whole process will be completed in 20 days,” officials said. Panchayat elections were held in September this year after more than three decades. However government is yet to take any call on polls to third tier of the Panchayats- Zila Parishads.
Besides, the process for conducting elections to Urban Local Bodies, whose term expired in March last year, is still lingering on.
Though many months have passed after Panchayats were constituted, the elected members have been complaining since long that they are not given the powers notified for them within the Panchayat system.
