Srinagar, Nov 27: In clear violation of the JK Government Employees (Conduct) Rules 1971, the officials of Srinagar Municipal Corporation, Jammu Municipal Corporation and Lakes and Waterways Development Authority are yet to submit their property statements to the government, official documents received under RTI revealed.
In response to an RTI application, the Housing and Urban Department has revealed that the details of assets and properties owned by ward officers or Khilafwarzi officers of Srinagar Municipal Corporation and Jammu Municipal Corporation were not available with it. The property which is in the names of their wives and children is also unavailable, the response said.
Under Jammu and Kashmir Government Employees (Conduct) Rules, 1971, it is mandatory for a Government servant’ to submit the property statement showing “the details of property both immovable and movable owned by him/ her or any member of his/ her family or the property in which he/she or any member of his/her family has interest as it stood on the last day of December of the year.”
However, no SMC, JMC and LAWDA official, according to the response, submitted its property statement as on date.
On August 23, a Srinagar based RTI activist, Dr Sheikh Ghulam Rasool filed an application with the department seeking information regarding the property details of SMC, JMC and LAWDA officials, and works carried out by SMC without tenders from the last two years in Srinagar.
In reply to a query about details of property owned by officials posted in LAWDA, the response said: “No official has submitted his property statement till date,” the reply received in October reads.
The application however, said that no work had been executed without tenders from the last two years by the Corporation. “SMC is executing all works only after inviting tenders after giving wide publicity through local leading dailies,” it said.
