Double weightage

How Service Selection Board can give double weightage for a single course/qualification. For example a candidate having Bachelor of hotel management degree is to be either given the credit of graduation or diploma. But I fail to understand how the candidate can be considered both for diploma and graduation at the same time. I myself is a PG student in Tourism. Since I have shifted from Science stream to Tourism, I had to pass extra credits to be considered for PG tourism. These credits are equivalent to diploma in tourism but I was never considered for PG as well as for diploma by the recruitment board.
