Police asks internet cafes to install CCTV

Jammu, Sep 10: Against the backdrop of tracing of an e-mail sent ostensibly by Harkat-ul-Jihadi Islami (HUJI) claiming responsibility of Delhi High Court blast, to Kishtwar area, Jammu and Kashmir police have directed the internet cafe owners to install CCTV cameras and maintain records of visitors.
 Sources said the State police have directed all its men to implement the 12-point guidelines, recently issued by the Union Ministry of Telecom for internet café in later and sprit. The matter was discussed recently in a high level meeting of the state police after it was found that the cyber café in Kishtwar, from where the Delhi email is believed to have originated, was not keeping any record of its visitors.
 “The installation of CCTV and maintaining record are mandatory under the telecom ministry’s guidelines”, a senior police officer said adding, “We will ensure that these guidelines are implemented in the state”.
 Inspector General of Police (IGP) Jammu Zone, Dilbagh Singh, when contacted, confirmed that the café owners have been asked to install the CCTVs. “We will soon circulate the guidelines to the café owners”, he added.
  “There is no agency to monitor functioning of these cyber cafes. All the cafes are not affiliated or registered and are functioning in self-styled manner,” the IGP Jammu said.
 Sources said all the concerned Station House Officers and SDPOs’ across the state have been asked to hold meetings with the cyber café owners of their jurisdiction and ensure that they are made aware about the telecom ministry’s guidelines. 
 In a similar move, sources said, Gandhi Nagar police held a meeting with around 60 cyber café owners wherein it was impressed that beside installation of CCTVs the name, address and phone numbers of the visitors are also maintained.
 However, the move may be strongly resented by the café owners. “How police is expecting us to install CCTVs, which may cost us Rs 50,000 to Rs 1 lakh”, a café owner said adding, “The business is already showing downward trend in view of the easy access to the technology and nobody would be ready to spent such a huge amount”.
 As per the ministry’s guidelines, Cyber Cafe owners are required to maintain a log register recording information about every individual visiting the cyber cafe. Those who refuse to give any form of identity are not be allowed inside the Cyber Café. Beside this Cyber Cafe has to maintain a date-wise log register of all the cyber cafe visitors.
